Man is part of a natural and social environments. The natural environment is structured by nature and the social environment is structured by the state. Man cannot escape from either environment and to survive, during his lifetime and after, must adapt. Man has a better chance of surviving in an advanced rather than in an undeveloped society. Likewise, the state is part of a natural and social environments. While the state's natural environment is substantially like that of man's its social environment is quite different. Like man's, the state's physical environment is structured by nature but, unlike man's, its social environment is also structured by nature, namely, by other states. The state cannot escape from either environment and to survive, during its lifetime and after, it must adapt. An advanced state has a better chance of surviving when it wins its external wars and avoids its internal revolutions.
